Abstract: The study surveyed the challenges facing Mzumbe University Library in using ESSs with three specific objectives: to analyze the types of ESSs used at MU, to evaluate the effectiveness of ESSs, and identify challenges facing MU Library in using ESSs. The study adopted qualitative and quantitative data collection approaches, and the questionnaire guide was disseminated to 41 respondents who were library staff members. Purposive sampling technique was used to select respondents. Data were analyzed using Statistical Package for Social Sciences (SPSS) 22 program version 20 and Microsoft Excel. The results of the study found that there are three types of ESSs used at MU Library: Theft detection, smoke detection, and closed-circuit television (CCTV) cameras. Also, the study found the challenges facing MU Library in operating ESSs which are personal, technical, management, and financial factors. The study recommended that the university management should consider the allocation of enough funds for the systems maintenance, repair, and facilitating training programs for library staff concerning ESSs. In addition, the study also recommended the enforcement of policies showing a clear penalty for anyone found guilty of theft or damage of any library material even if he/she is a library staff.

Abstract: Search engines have become crucial tools today, providing users with access to vast amounts of information. At the core of search engine functionality lies the ranking algorithm, which is responsible for determining the relevance and order of web pages returned in response to user queries. Ranking algorithms play a critical role in ensuring that users receive the most relevant and useful results, particularly in the face of exponentially growing web content. This paper provides an in-depth analysis of PageRank algorithms, focusing on their significance in information retrieval systems. The study begins with an overview of the foundational PageRank algorithm developed by Google, detailing its reliance on hyperlink structures to rank web pages. The limitations of the original algorithm, such as its inability to consider page content relevance and dynamic updates, are explored. In response to these limitations, the paper examines advanced ranking methods, including the Weighted PageRank (WPR), Hyperlink-Induced Topic Search (HITS), and the Stochastic System Analysis Approach (SALSA). Each of these algorithms is analyzed in terms of efficiency, response time, scalability, and effectiveness. Additionally, the paper investigates recent enhancements in ranking methods that address the evolving needs of modern search engines, such as personalized search and semantic relevance. Experimental comparisons are conducted to evaluate the performance of these algorithms on large-scale datasets. Key metrics, including time response, computational efficiency, and relevance accuracy, are used to compare and rank the algorithms. The findings provide valuable insights into the strengths and weaknesses of different PageRank methods, contributing to the development of more efficient and effective information retrieval systems.

Abstract: In the dynamic landscape of the digital era, libraries have transitioned from static repositories of print materials to advanced hubs of digital innovation and knowledge dissemination. This transformative shift, fueled by the integration of sophisticated Information and Communication Technologies (ICT), underscores the necessity for robust, universally recognized standards to manage, organize, and preserve information effectively. The foundational pillars of these modern libraries—metadata, communication, content, and digital preservation standards—are pivotal in ensuring operational excellence and global relevance. Metadata standards, such as MARC and Dublin Core, provide essential frameworks for resource description and discovery, facilitating consistency and enabling seamless interoperability across diverse platforms. Communication standards like Z39.50 and OAI-PMH enhance efficient information exchange between disparate library systems, fostering global collaboration and resource sharing. Content standards, exemplified by RDA and AACR2, offer structured guidelines for resource classification, ensuring uniformity and accessibility. Equally critical, digital preservation standards such as OAIS and PREMIS address the challenges of safeguarding digital assets against technological obsolescence, ensuring their long-term usability and reliability. This article embarks on a comparative analysis of these foundational standards, delving into their theoretical constructs, practical applications, and interdependencies. By elucidating their unique attributes and collective impact, this study highlights their indispensable role in equipping libraries to meet the demands of an increasingly digital, data-intensive, and interconnected global society. A meticulous examination of metadata and communication standards reveals their roles in enhancing resource discoverability and enabling efficient data exchange, respectively. The comparison extends to content management and digital preservation standards, underscoring their distinct yet complementary objectives in organizing, accessing, and ensuring the longevity of digital content. Global practices and interdependencies of these standards are explored, emphasizing their influence on shaping library management and information systems worldwide. By adopting best practices, including the implementation of global metadata standards, leveraging metadata crosswalks for seamless integration, and adopting open, future-proof file formats, libraries can enhance resource accessibility, ensure interoperability, and safeguard digital content. The adoption of global standards in metadata, communication, content, and digital preservation is pivotal for modern libraries. These standards not only enhance resource access and interoperability but also ensure the preservation of digital content for future generations. Overcoming challenges related to technological integration and international collaboration will be crucial in sustaining digital information and fostering global cooperation in the library and information science field.

Abstract: This research investigated the potential of SDI to meet the information needs of impoverished communities and evaluate its impact on enhancing resource access and fostering socioeconomic development through carefully formulated three research objectives and questions. The study also examines the role of librarians in tailoring SDI services to poverty-stricken groups, including strategies for effective survey design and profile creation. The study adopted survey research design, with purposively sampled 300 respondents in selected locations in Lokoja, Okene, Kabba-Bunu and Dekina Local Governments of Kogi State, Nigeria. The study was carried out with structured questionnaire as the data collection instrument, after it was validated by experts. For the data analysis, the research adopted mean rating of 2.5 as acceptable minimum level. Findings reveal strong agreement that SDI initiatives, when tailored and accessible, can improve digital literacy and foster civic engagement, positively influencing community development. Effective survey methods, training, and regularly updated user profiles are considered crucial for aligning SDI services with community needs. Collaborations with local organizations and accessible language in outreach materials are deemed essential to SDI’s inclusivity and reach. The implication of the study is that the study was able to established that SDI has a positive perceived impact on impoverished communities.

Abstract: Using World Bank data on electricity trends at regional and global levels, this paper seeks to unpack the Universal Electricity Access Challenge, one of the cornerstones of Sustainable Development Goal (SDG) 7. It explores disparities in access and considers how technology, policy, and partnerships can transform these issues, showcasing case studies such as India’s Saubhagya scheme and Rwanda’s Energy Access Rollout Program. This study applies quantitative methods, Correlation and Growth Analysis, which underscore the crucial role of electricity in socio-economic development and its association with poverty alleviation, education, and income growth. The results highlight a need for scalable solutions that combine renewable energy, geospatial mapping, and new financing mechanisms to break down barriers. As such, these insights give both policymakers and stakeholders concrete strategies on how to make universal electricity access a reality by 2030. Income inequality has taken a backseat to the moral justification for inclusive growth, giving way to an emphasis on access to electricity, not just as an end in itself but as a prerequisite for equitable development and environmental sustainability.
