Abstract: Road accidents in Nigeria have always been in the increase. Efforts made by Federal Road Safety Commission (FRSC) in tackling the menace have not yielded much result. This paper aims to find a suitable time series model to forecast the future characteristics of the road accident data on Oyo-Ibadan express road. The data used for this paper was monthly data collected for a period of Eleven years between 2004-2014. In achieving this, the additive model approach was adopted in the analysis. It includes the estimation of trend, seasonal variation and random variation using moving average method. Autoregressive Moving average model were also fitted to the data and the best order was choosing using Akaike Information Criteria (AIC). The order = c (1, 1, 2), seasonal = c (1, 1, 2)) gives the best description of the data with minimum (AIC). A forecast based on the model obtained was made by the use of m-step predictor. The time plot plotted shows that the graphs maintain a constant movement from 2004-2008 but increases abnormally in 2010 and later drop again maintaining appreciable downward movement as the year progresses. Judging from the result, accidents and deaths are higher during the festive period months because of the various festivities lined up during this period, which involve much more traveling than usual.

Abstract: In statistical decision-making, when Bayes estimator is used as the unknown parameter’s estimation, there often exists certain loss. Then the aim of this paper is to study the Bayes estimation for the loss and risk functions of parameter of Maxwell distribution under Rukhin’s loss function. Bayes estimator is derived on the basis of the inverse gamma prior distribution under squared error loss function. Then Bayes estimators of loss and risk function are obtained, respectively. Finally, the conditions of Bayes estimators being conservative are also derived.

Abstract: This paper study the Navier-Stoke-Poisson equations for compressible non-Newtonian fluids in one dimensional bounded intervals. The motion of the fluid is driven by the compressible viscous isentropic flow under the self-gravitational and an external force. The local existence and uniqueness of strong solutions was proved based on some compatibility condition. The main condition is that the initial density vacuum is allowed.

Abstract: This paper presents a mathematical model of the effects of population dynamics on solid waste generation and treatment. The model is developed by grouping the population into three age classes and each group considered to have its own solid waste generation rate and natural death rate. The population is assumed to increase due to birth and migration. Both analytical and numerical results confirm that solid waste generation increases with increasing population growth. On the other hand, sensitivity analysis shows that increasing solid waste treatment effort results in significant decreases in solid waste accumulation suggesting that with concerted treatment effort solid waste free environment can be achieved.

Abstract: The paper is devoted to the study of optimal control of Quadratic Optimal Control of Fractional stochastic differential Equation with application of Economy Mode with different types of fractional stochastic formula (ITO, Stratonovich), By using the Dynkin formula, Hamilton-Jacobi-Bellman (HJB) equation and the inverse HJB equation are derived. Application is given to a stochastic model in economics.

Abstract: Distance Education (DE) focuses on the pedagogy, technology, and instructional system designs that seek to deliver education to students who are not physically present "on site" in a traditional classroom or campus. The introduction of new educational technologies has brought in its wake a pedagogical shift in higher education. Emerging technologies especially in Information and Communication Technology (ICT) have unleashed new opportunities and frontiers in higher education for a countless number of the populace who otherwise would have had no access to tertiary education. Essentially, the study sought to determine the Effectiveness of Distance Education Programmes in the Ghanaian school system, the contribution DE has made in improving quality and accessibility to higher education in Ghana and the benefits derived from DE as well as providing a platform for improving productivity in both public and private sectors of the economy. The study made use of primary data collected using stratified random sampling procedure. The data was extensively analyzed using graphs and tables as well as chi-square test of goodness-of-fit. The results showed that, DE has improved quality and accessibility to higher education culminating in significant improvement in productivity levels in both public and private sectors of the economy over the last several years. Access to tertiary education, convenience, flexibility and improved knowledge and employee efficiency are the ultimate benefits derived from Distance Education programmes. Empirically, the study also established that Distance Education has been effective in the Higher Education Enterprise in Ghana.

Abstract: In order to help the Goodgrant Foundation Education Fund to invest on higher education of American, this report makes the following scheme. Based on minimal risk principle, we employ statistical analysis and Python programming, to screen the 93 from about 3,000 schools, which are necessary to be invested. Structure Entropy and Factor Analysis are used to select the key indicators closely related investment returns. Then we design four-investment strategies, based upon the ratio of faculty and student. We consider the risk factors and total revenue, and then establish the investment return and risk model. According to investment benefit of first year, we make the investment strategy of the next few years. The next few years are with rule that returns on investments over the last year. This report will effectively help solve the Goodgrant Foundation Education Fund investment issues.
